  4.     What better month for an Indian politician to seek
  5. re-election than November? The harvest and festival seasons have
  6. just ended, leaving voters in an ebullient mood, and the weather
  7. is tolerable. No wonder, then, that Prime Minister Rajiv Gandhi
  8. last week scheduled national elections for Parliament's lower
  9. house late next month, seven weeks earlier than necessary.

  11.     But Gandhi's decision also came after the opposition
  12. defeated two government programs aimed at giving increased
  13. decision making and funding to local governments. Gandhi
  14. evidently reasoned that rejection of the popular measures
  15. provided him with a campaign issue that will overshadow a
  16. financial scandal that has plagued his government for two years.
  17. The election's outcome will probably depend on whether the
  18. disorganized opposition fields a single slate of candidates or
  19. disintegrates into splinter groups.
